In Ukraine, during the war, there was a shortage of local self-government specialists (due to population migration, emigration of specialists, etc.). Therefore, specialists in municipal management remain in demand in Ukraine both during the war and in the post-war period, as the need for specialists who are able to manage crisis situations, provide assistance to the population, restore affected regions, and ensure the development of territorial communities is growing. All of these tasks require specialized community management skills.
