While advancements in science and technology have been rapidly expanding the range of solutions for tackling global challenges such as climate change and population aging, innovations have also given rise to a complex set of ethical, institutional and legal issues for governments, non-profit and private entities. Public policy will play an increasingly important role in unlocking the full potential of science and technology in improving the human condition and achieving the Sustainable Development Goals.
Our Master of Public Policy (MPP) is an interdisciplinary program that equips students with knowledge of the full impact of science and technology innovations and professional skills in the formulation and implementation of innovative solutions to current and emerging global challenges. Situated in the Hong Kong University of Science and Technology (HKUST), the program draws from research and teaching excellence from across a diverse range of disciplines to equip students with a set of core skills in data analytics, economic analysis and management to become effective policy professionals.
Designed for students with diverse educational backgrounds, including social science, science, engineering, business, and other fields of study, this two-year full-time program consists of a core curriculum, an optional summer internship upon completion of first year, a second year client-based policy analysis project and elective courses allowing students to develop their areas of specialization. The first of its kind in Hong Kong, this program provides students with complete professional training that focuses on problem-solving skills with real-world cases and examples.

Applicants seeking admission to a master's degree program should have obtained a bachelor’s degree from a recognized institution, or an approved equivalent qualification. While not required, applicants are encouraged to submit their GMAT/GRE scores. Interests and motivation: Applicants should make a strong case for their interest in pursuing a professional degree in public policy by submitting their statement of purpose about their interests and motivation. Favorable consideration will be given to applicants with relevant working experience and (or) internships. Selected applicants will be invited to face-to-face interviews or video conferencing/ phone interviews by the admission committee.

Research Postgraduate Education

To achieve its mission ‘to advance learning and knowledge through teaching and research, particularly at the postgraduate level’, HKUST offers postgraduate programs leading to graduate diplomas, and masters and doctoral degrees.

The University seeks to train its research postgraduates to develop sound research skills, to acquire the latest theoretical knowledge and become critical thinkers in their chosen fields of study, and to conduct enquiries in their areas of specialization in a professional, expert and ethical manner.

The Master of Philosophy (MPhil) and the Doctor of Philosophy (PhD) degrees involve the completion of coursework in addition to the preparation of research theses. The MPhil thesis reports work on a significant topic; the PhD dissertation entails original research that contributes to a specific field and expands the frontiers of knowledge.

The coursework and thesis components provide research postgraduate students with both generalist knowledge of their subject discipline and mastery of their specialized research areas. Students are guided to organize, communicate and disseminate research results to both expert and lay audiences, in a coherent and professional manner.

On completion of their degrees, MPhil graduates will have attained advanced knowledge in their chosen fields of study, as well as training in research techniques for dealing with complex issues. They will also be prepared to pursue research degrees at the doctoral level.

PhD degree holders will leave the University with up-to-date expertise in their specialist areas, and superior understanding of research techniques for resolving scholarly and practical problems. They will also be prepared to embark on academic or professional careers, and to teach university-level courses in their areas of specialization.
