Everyone from everywhere is more than welcome to the University of Porto!
According to each cycle of studies and your nationality, at the University of Porto, you'll find different rules for the applications and admissions.
Bachelor Degree
Are you a citizen from a member state of the UE? Or legally residing in Portugal on the 1st of January of the year in which you intend to enroll in higher education for more than two years, continuously? Are you family of a foreign citizen that holds a resident permit for more than two years? You can apply for the 1st cycle known as the Bachelor's Degree, through a national call to enroll in a public institution of higher education.
If you do not have Portuguese nationality or are from a Member State of the European Union, you should apply through a national system designed for international students who want to access the Bachelor's Degree. There are many rules and advice to apply,

Master or Ph.D. Degree
Students can apply for access and admission to master's or doctoral studies if are holders of a previous degree (bachelor or master), with a particularly relevant academic or scientific curriculum that is recognized as attesting capacity to carry out this cycle of studies by the scientific body of the institution of higher education where intend to be admitted.

Each faculty of the U.Porto may also grant financial incentives for students enrolled under the Special Contest for International Students on a non-merit basis, depending on the overall access classification.
And we have good news! Minding the ties that bind Portugal to the countries of the CPLP - Community of Portuguese Language Countries (Angola, Brazil, Cape Verde, Guinea-Bissau, Equatorial Guinea, Mozambique, São Tomé and Príncipe, and East Timor), a reduction of up to 45% may be applied to the tuition paid by students from those countries.
